By Some device owners tend to have to wait weeks for a root toolkit, but things are a bit different when it comes to Nexus devices. Just a week after its launch a root toolkit has already been released for the latest edition to the tablet side of the Nexus family, the Nexus 10.

Samsung isnt really known for locking their devices unless its by Verizons command ala HTCs new Droid DNA.

I’ve owned a Captivate, Vibrant, I9000 GS1, GS2, GT1000 original Tab, Tab 10.1, Skyrocket, Tab 8.9 LTE, GS3, Tab 7.7 3G, Galaxy Note, Note 10.1. None of them were locked. So if by recently you mean since 2010 and Android 2.1, you may be right.
Then again, none of those devices were bought from Verizon.

You’ll have to wait a bit to use it. You can still unlock the bootloader, flash custom ROM’s and Recoveries and Root the regular way though :)
