The phones will ship on June 15, after the OnePlus 3 is officially announced. Since we are expecting the base model to sell for 2299 Yuan, the device in question is likely the more expensive variant of the OnePlus 3 which should come with 6GB of RAM. Since 2,999 Yuan is likely more than what the final price of the phone, OnePlus is promising that the 1,000 buyers will be refunded the difference once the final price is announced.
