These changes were spotted on Reddit as well as a Google support page which seems to point at the feature going live for users. By scheduling your actions, it will help automate the process to make your life simpler.
The changes should already be rolling out to users as we speak, so if you do have some smart home appliances that you normally use with Google Assistant, maybe you might want to give scheduling a shot.
